The final argument -- that ODA will cause a destructive population explosion -- is also unfounded. Generally, when the poor have access to food, the benefits of basic infrastructure, modern health services, a livelihood, and education, they tend to have fewer children, not more. The need to have many children so that some children survive to adulthood is much less powerful when extreme poverty is mitigated. (Sachs, 2005, pp. 323-326; Yunus, 2003, p. 134) A population explosion will not occur if poverty is addressed.
